East Leicestershire and Rutland CCG

Improving health and services for people living in East Leicestershire and Rutland.

East Leicestershire and Rutland Clinical Commissioning Group (CCG) was formed in early 2011 after the Health and Social Care Act announced the abolition of primary care trusts and introduced new organisations led by GPs.

Initially operating in shadow form under the guidance of the outgoing primary care trust, the CCG officially took over responsibility in April 2013 for planning and managing health care services for residents in Blaby, Lutterworth, Market Harborough, Rutland, Melton Mowbray, Oadby and Wigston and the surrounding areas. ELR CCG is formed of GPs from 29 practices in the south and east of Leicestershire and Rutland serving around 327,000 patients.

East Leicestershire and Rutland CCG looks after a budget of around £451 million per year, to plan and manage healthcare for the local population and work with partners to address health inequalities. The services that it is responsible for include primary care (the services you receive at your GP practice), hospital treatment, rehabilitation services, urgent and emergency care, community health services, mental health and learning disability services.

Our aims and strategic priorities are aligned to the three Joint Health and Wellbeing Strategies and Better Care Fund (BCF) plans across Leicester, Leicestershire and Rutland with an emphasis across the system on reducing health inequalities, reducing avoidable admission to hospital, redesign of alternative pathways and prevention of illness.

LLR CCGs:

Whilst East Leicestershire and Rutland CCG retains responsibility for the statutory functions detailed above, since 2020 the three CCGs in Leicester, Leicestershire and Rutland (Leicester City CCG, East Leicestershire and Rutland CCG and West Leicestershire CCG) have been working jointly under one management team and staff structure.

Our Strategic Objectives:

The LLR CCGs’ Strategic Objectives were approved by the Governing Bodies in January 2021.

1. Increase the health outcomes of the Leicester, Leicestershire and Rutland population.
2. Reduce health inequalities across the Leicester, Leicestershire and Rutland population.
3. Reduce the variation in health outcomes across the Leicester, Leicestershire and Rutland population.
4. Deliver a sustainable system financial plan – ensuring funding is distributed to where services are delivered.
5. Deliver NHS Constitutional requirements
6. Develop and deliver services with providers that are evidenced based and offer value for money
7. Deliver integrated health and social care.
