Roles & Responsibilities
NHS England – East Midlands, Primary Care Team is responsible for the (management) commissioning of the National Contractual Framework in Leicester, Leicestershire and Rutland, this responsibility will eventually be transferred to the ICS / ICB across LLR
The role of the Primary Care Team includes monitoring and implementation of:
- Control of Market Entry – this is the process that determines whether a pharmacy application is aligned to the Pharmacy Regulations and Pharmaceutical Needs Assessment (PNA) supported by PCSS (Capita) . This area of determination includes New Contracts, Relocations, Change of Ownership and Change of Hours
- Contractual Sanctions including Breach & Remedial Notices (introduced in September 2012)
Future Direction
- As systems and structures evolve, Commissioning responsibility for Pharmacy services will devolve to ICBs, the timeline for this is April 2023.Each system has been asked to submit their draft IPMO plans, CPL&R has appointed Caroline Golding as IPMO chief Pharmacist for this programme of work. As part of this initiative, Every ICS will have system-wide pharmacy professional leadership and a coordinated Pharmacy and Medicines Optimisation (PMO) transformation plan encompassing secondary, primary and community care.
- Local Professional Network Chairs for Pharmacy are expected to support this and other pharmacy integration work in addition to supporting national and local priorities, and the LPC have ongoing dialogue with our LPN Chair, Pallavi Davda. The LPN Chair’s role is also to promote engagement with the local pharmacy profession and encourage and support increased collaborative working with Health and Wellbeing Boards, CCGs and other health and social care professionals.

Pharmaceutical lists are maintained by NHS England and all market entry applications must continue to be made to the NHS England Regional Local Team. PCSE is responsible for validating and processing market entry applications on behalf of NHS England.
