Special General Meeting – Proposed Boundary Change/Proposed Revised Model Constitution
Community Pharmacy Leicester, Leicestershire and Rutland (LLR) is asking contractors to consider a proposal to realign community pharmacy representation more closely with the wider Integrated Care Board footprint.
Under the proposal, the 124 Northamptonshire contractors currently represented by Community Pharmacy BLMK & Northamptonshire would transfer into an expanded LLR boundary. This would create a single representative geography across the wider system.

Why is this being proposed?
The NHS increasingly plans and commissions services across Integrated Care System footprints. Aligning community pharmacy representation with this structure would help to:
- Strengthen engagement with the ICB, NHS England and other system partners
- Increase community pharmacy’s influence over commissioning and service development
- Create greater capacity, resilience and operational support
- Reduce duplication across governance, administration and operational functions
- Enable resources and expertise to be shared more effectively
- Support long-term sustainability and help keep future levy increases to a minimum
- Provide a stronger, more coordinated voice for community pharmacy
The proposal is not about reducing local representation. Maintaining contractor engagement, local visibility and continuity of support will remain a key priority.
What would this mean for contractors?
This would create a single representative geography aligned with the ICS footprint.
The proposed alignment would help enable:
- Stronger and more coordinated engagement with the ICB, NHS England and wider system partners
- Greater operational resilience and opportunities to share resources and expertise
- Improved ability to influence local commissioning and future service opportunities
- Consistent representation for community pharmacy across the wider geography

To help contractors understand the proposed boundary change and what it may mean for them, we are holding a series of informal contractor drop-in sessions in collaboration with BLMK & Northamptonshire LPC.
These sessions will provide an opportunity to hear more about the proposal, ask questions, raise any concerns and discuss the potential implications for contractor representation and support. We would encourage contractors to attend one of the available sessions to ensure they are fully informed and have the opportunity to share their views.

A Special General Meeting will be held alongside the LLR Annual General Meeting. Dedicated time will be provided to explain the proposal, answer questions and allow contractors to discuss it fully.

Notice of a Special Meeting of Contractors to amend the LPC Constitution
Community Pharmacy England has drafted a new model constitution for Local Pharmaceutical Committees (LPCs), which Community Pharmacy Leicestershire and Rutland LPC recommends to you. I attach a pack consisting of the existing LPC constitution, the proposed amended constitution and a guide explaining the main changes, including what it means for contractors in Leicester, Leicestershire and Rutland.
We need your support to make sure that we can continue to represent you equitability and effectively and to ensure that we continue to have the best team working on your behalf. Please say yes to the changes we have proposed.
This includes a recommendation to merge with Northamptonshire and form a new LPC to reflect the new NHS Integrated Care Board (ICB) area.
The constitution can only be adopted at a special meeting, where we are required to seek your approval by ballot of pharmacy contractors to proceed. You are entitled to cast one vote for each of the pharmacy contractor premises you have in the Leicester, Leicestershire and Rutland LPC area
This will take place on Sunday 27th September 2026 at the Holiday Inn Wigston LE18 1JW
